摘要:Mass Organizations are part of a special government organizational system in China. Mass organizations are supervised by government departments and funded by the Ministry of Finance. In general, their administrative level is ranked the same as that of bureaus, though some may be ranked at a higher level. For example, the Labor Union and Women's Federation chairman position is filled by the vice-chairman of the NPC. Mass organizations have the position of Secretary of Party Committee. Every institutional sector has its level of classification, ranging from the party, government and military systems, mass organizations, enterprises, banks, schools to academic institutions, and even temple abbots.

We collected and arranged basic information of the chairmen (bureau-level, informal name: number one man) of provincial-level CDPFs from thirty-one provinces, municipalities, autonomous regions, Xinjiang Production and Construction Corporation and Heilongjiang Agricultural Reclamation Bureau.

Chinese Disabled Person’s Federation (CDPF)

The China Disabled Person's Federation (hereinafter referred to as CDPF) is a mass organization established by the national law and approved by the State Council. It consists of people with disabilities, their families and friends, and those who advocate for disabled people. The CDPF is featured as the unified organization for people with various disabilities nationwide.

Executive Council

The Executive Council is a permanent executing unit of the national congress of CDPF and its presidium. The Council includes one president, many vice-presidents and members.

The Executive Council represents people with disabilities or their families and friends.

The president of the Executive Council is recommended by the presidium of CDPF and appointed by the government. The president may serve no more than two terms. The vice-president is nominated by president of the council, approved by the presidium and appointed by the government. Other Council members are nominated by the Council president and approved by the presidium. Overall, the president of the council is responsible for the Executive Council. Administrative offices are affiliated with the Executive Council and are responsible for daily operations of the CDPF.

Specific Associations

The National CDPF supervises a wide variety of specific associations, ranging from associations for the blind, the deaf and those with physical disabilities; associations for those with intelligence disabilities and their families and friends; and associations for those with mental disabilities and their families and friends.
The Specific Association Committee is voted by representatives with similar disabilities, their families and friends in the National Congress of CDPF. The associations have a president and vice-president, who are voted
for by the Specific Association Committee.
